Norway Allocates $285.6 Million for Humanitarian Support to Ukraine
Norwegian Government Makes Significant Commitment Amid Ongoing Conflict
On March 27, 2025, the Norwegian government announced its plan to allocate 3 billion Norwegian krone, equivalent to $285.6 million, to assist Ukraine and Ukrainian refugees in Moldova during the year. This decision comes as international humanitarian funding for Ukraine begins to decline, and Norway aims to support those affected by the ongoing conflict.
Norwegian Foreign Minister Espen Barth Eide emphasized the urgency of the situation. “Russia’s attacks on civilian infrastructure, electricity supplies, hospitals, schools, and homes have continued with full force,” he stated. He further noted that the conflict has forced increasing numbers of Ukrainians to evacuate or flee their homes. Eide assured that Norway remains committed as a reliable donor to protect the civilian population and save lives amidst these escalating crises.
Statistics Highlight Humanitarian Needs
The United Nations Human Rights Monitoring Mission in Ukraine (HRMMU) has reported that more than 12,654 civilians have been killed and over 29,392 injured since the conflict intensified on February 24, 2022. These numbers, however, may underrepresent the total casualties, particularly in Russian-occupied territories, as access for monitoring organizations remains limited.
Distribution of Humanitarian Funds
The announced humanitarian funds will be distributed through several international organizations. Support will go to the United Nations response in both Ukraine and Moldova, the International Committee of the Red Cross (ICRC) operating in Ukraine, and the International Federation of Red Cross and Red Crescent Societies (IFRC) active in both countries. Additionally, the funds will assist Norwegian and other international humanitarian organizations focused on medical evacuations and emergency aid. A portion of the funds will also constitute a humanitarian reserve for unforeseen needs.
Norwegian Officials Visit Ukraine
During a recent visit to Ukraine on March 26-27, Foreign Minister Eide and Norwegian Minister of Labor and Social Inclusion Tonje Brenna toured key sites in Kyiv and Kharkiv. They emphasized their commitment to aiding Ukraine by presenting Kharkiv Municipal Clinical Hospital No. 8 with a hybrid solar power installation. Eide described the project as a critical investment in providing reliable energy access, which is vital for maintaining essential medical services during periods of power outages.
Norway’s Support for Ukraine
Since the beginning of the full-scale invasion in 2022, Norway has been a steadfast supporter of Ukraine. Earlier this month, leaders from the Norwegian parliament agreed to boost the aid budget for Ukraine by 50 billion Norwegian krone ($4.6 billion), raising the total assistance for 2025 to 85 billion Norwegian krone ($7.8 billion).
As the conflict continues to impact civilians across Ukraine, Norway’s financial commitment reflects its dedication to humanitarian assistance and support for the nation during a critical time.
